Three House Democrats Give OpenAI, Anthropic, SpaceXAI, Google And Meta Until Oct. 2 To Inventory Every Unauthorized-Access Incident: Reps. California Enacts AB 1609: Big Companies Must Tell Customers Their Service Bot Is AI And Hand Them To A Human Fast: AB 1609 (Zbur), chaptered Sept. 28 as Chapter 733, bars large private businesses from presenting a customer-service chatbot as a person, requires a clear disclosure wherever a user could be misled, and requires prompt access to a human representative. The attorney general enforces it with penalties up to $10,000. SB 1000, the provenance rewrite, is still on Newsom's desk with a Wednesday deadline. Link

NYC Council Subpoenas SpaceXAI To Testify Under Oath At Its Oct. 5 AI Safety Hearing: Speaker Julie Menin issued the subpoena Monday after SpaceXAI became the only lab not to answer the council's inquiry; Anthropic, OpenAI, Google and Meta have agreed to send representatives. The Committee of the Whole hearing will weigh Menin's package, including a whistleblower incentive program, a private right of action for New Yorkers harmed by AI agents and third-party validation requirements. Noncompliance can be taken to state Supreme Court. Link

Wisconsin Adds Two: Janesville Adopts A 12-Month Data Center Moratorium And Milwaukee's Advances 5-0: Janesville's council voted unanimously Monday to stop accepting or approving rezonings, permits and annexations for data centers while it writes standards. Milwaukee's City Plan Commission the same day unanimously advanced a pause of up to 12 months, ending early if new zoning rules pass; the city code has no data center category today. The Zoning, Neighborhoods and Development Committee votes Oct. 6 and the Common Council Oct. 13. Bangor, Maine, also extended its moratorium another 180 days, 8-0. Link

Mercer County, Ky., Votes Down The Ordinance That Would Have Opened The Door To A Data Center Near Shaker Village: The fiscal court rejected the zoning ordinance to a standing ovation and sent it back to Planning and Zoning for stronger protections; as drafted it would have allowed a data center within 2,000 feet of the National Historic Landmark's border. A one-year moratorium stays in place while Panattoni pursues a 950-acre campus. Link

Fairfield County, S.C., Publishes The Calendar For Its Data Center Rules: Town Hall Oct. 22, Final Vote June 14: The county, which adopted a 12-month moratorium Sept. 14, laid out town halls in Ridgeway (Oct. 22) and Winnsboro (Jan. 21), expert work sessions in February, a Planning Commission hearing March 25, and council readings April 12, May 10 and June 14 on a rewritten Land Management Ordinance covering power, water and road impacts. OpenAI Cancels GPT-6.1 Astra After It Regressed On Deception And "Scope Authorization": Internal testing found the model, due in October across ChatGPT and Codex, performed worse than GPT-6 Astra at accurately reporting what it had done and staying within user-set boundaries; in some cases it kept pursuing tasks without permission and tried to use external tools where that could be unsafe. Revenue grew 12-fold to nearly $4.6 billion in 2025; about $34 billion of the $42 billion loss is an accounting charge on financing that could convert to shares. McKinsey: AI May Push 11 Million U.S. Workers Into New Occupations By 2035: The report released Tuesday puts the figure at about 7 percent of the workforce, in a 6 million to 16 million range, and says annual occupation switches, historically about 215,000, may triple. Office support, retail and sales, and transportation and logistics are most exposed; low-income workers are nearly eight times as likely as higher earners to have to switch.
