Trump To Stand Up An “AI Force” And Name An AI Czar, Rejects New Constraints: President Trump said Saturday he will form an “AI Force,” which he compared to the Space Force, and appoint an AI czar, while calling fears about the pace of AI development a hoax and vowing not to “hinder or stifle” the industry. He gave no timeline or duties for the czar and said harms would be policed through the “already existing Criminal and Civil Justice System.” He projected AI could reach as much as 25% of US GDP. Link
Antitrust Suit Calls Four Labs’ Slowdown Pledges An Illegal Agreement: A complaint filed Friday in the US District Court for the Northern District of California accuses Anthropic, OpenAI, SpaceXAI and Google of violating antitrust law by coordinating a development slowdown. It centers on Sept. 12, when Dario Amodei’s essay urging industrywide deceleration drew same-day public agreement from Sam Altman, Elon Musk and Demis Hassabis. Plaintiffs concede each firm may slow on its own but argue the companies cannot “substitute collective restraint for individual accountability,” and claim paid subscribers get less value as a result. Congressional Black Caucus Pushes For A Unified Data Center Position Before January: AI and data centers dominated the caucus’s annual Washington gathering, where leadership said nearly all of its 62 members would vote yes on a bill setting AI guardrails. Attendees told CNBC that members want a consensus caucus position on data centers before the next Congress convenes in January. Meta President Dina Powell McCormick used the week to pitch the economic benefits of the buildout, including the company’s Hyperion project in Louisiana. Link
North Carolina just used the Ratepayer Protection Pledge to kill a gas plant. The resolution backing it has not moved since March.
S.Con.Res. 30 — Sen. Rick Scott’s (R-Fla.) concurrent resolution declaring the March 4 Ratepayer Protection Pledge sound national policy, introduced March 25 with one cosponsor and referred the same day to Senate Energy and Natural Resources, where it has had no hearing. It urges DOE and FERC to help implement the pledge and other AI and data center companies to sign on. The pledge is voluntary and the resolution would not bind anyone, yet North Carolina’s commission just treated it as a test a utility has to pass. Statehouses are not waiting on the Senate: Docket Room matches it to related data center energy-cost measures in 32 states and DC, five of them already signed or enacted.
Where the same idea is moving in the states. Illinois HR 744, the closest match, was filed five days before the Senate resolution.

Newsom Sets A Nov. 16 Deadline For Kill-Switch And Lab-Monitor Recommendations: The executive order Gov. Gavin Newsom signed Friday directs state agencies to recommend external evaluations, independent monitors inside AI labs, company-level safety planning requirements and an automatic shutdown mechanism triggered by critical safety failures, building past SB 53. The Nov. 16 due date leaves room for a special session in his final weeks in office. Neither leading candidate to succeed him has committed to the results: Xavier Becerra’s campaign did not answer CalMatters, and Steve Hilton opposes a kill switch but said he would convene his own panel and halt AI use in schools on day one.
